General Information
1. What is the HKIA Community Lodge?
The HKIA Community Lodge is a dedicated residential facility developed and managed by HKIA Accommodation Limited (HKIAAL) to provide affordable, high-quality housing for the airport workforce.
2. Where is the Lodge located?
It is located at No.1 Tsing Yi Road, New Territories, a strategic location providing convenient access to the airport.
3. What types of rooms are available?
The Lodge offers two types of fully furnished rooms: single rooms for individuals and twin rooms with bunk beds for two residents of the same gender. Click here for more information on the available room types.
4. What amenities are included?
Rental rates are inclusive of:
- Fully furnished rooms (e.g., bedspace, desk, chair, wardrobe, and basic fittings).
- Reasonable consumption of essential utilities (e.g. electricity, gas, and water).
- High-speed wireless internet access.
- Access to communal pantry and laundry facilities on designated floors.
- Access to common social and recreational areas.
Eligibility
5. Who is eligible to apply for accommodation?
An Applicant must satisfy all of the following conditions:
- Be engaged in full-time employment with an Employing Organisation;
- Have a primary place of work located within the Airport Area, or be a crew member of a Home-Based Carrier; and
- Be at least 18 years of age at the time of application.
6. What is an "Eligible Employing Organisation"?
The organisation employing the Applicant must be a registered business entity with core operations located in the Airport Area. This includes, but is not limited to:
- Airport Authority Hong Kong (AAHK) and its subsidiaries;
- Franchisees and licensees of AAHK;
- Passenger handling permit holders; and
- Other registered companies with a significant operational presence within the Airport Area.
7. What is the definition of "Airport Area"?
The Airport Area is defined under the Airport Authority Ordinance (Cap. 483). It includes the land and facilities designated for the operation and development of Hong Kong International Airport
8. Am I a full-time staff under the Eligibility Criteria?
For the purpose of this accommodation application, you are deemed to be under full-time employment if you have been employed continuously by the same employer for four weeks or more, with at least 18 hours worked in each week.
Guideline – Section 4.2
With reference to the “continuous contract” concept under the Employment Ordinance (Cap. 57) and for the purpose of determining eligibility, an Applicant is considered to be in full-time employment if they have worked for the same employer continuously for at least four weeks, with no less than 18 hours per week.
9. I am a part-time employee at the airport. Can I apply?
No, eligibility is restricted to individuals engaged in full-time employment.
10. Do I need an Airport Restricted Area (ARA) permit to be an eligible resident?
An ARA permit is one of several forms of valid staff identification. Acceptable documents also include a staff ID card from the employing organisation, a Hong Kong Crew Member Certificate issued by the Civil Aviation Department, or other identity proof as approved by HKIAAL.
11. My company has an office at the airport, but I mostly work from home. Am I eligible?
Eligibility requires that your primary place of work is located within the Airport Area.
Application and Selection Process
12. How do I apply?
All applications must be submitted through the official HKIA Community Lodge online portal.
13. What documents do I need for my application?
Upon accepting of the Licence Agreement, the Applicant is required to upload clear, legible digital copies of the following documents to the online portal:
- Valid staff identification, which include an Airport Restricted Area (ARA) permit, a staff ID card from the employing organisation, a Hong Kong Crew Member Certificate issued by the Civil Aviation Department, or other identity proof as approved by HKIAAL;
- Proof of income (e.g., most recent payslip or tax return); (if applicable for scoring purposes)
- Proof of participation in a recognized training/internship programme (if applicable for scoring purposes).
14. How are applications prioritized?
A points-based scoring system will be used to evaluate and rank all eligible applications. For every criterion met, the applicant will be awarded one (1) point, up to a maximum total score of six (6) points. Applicants with higher scores will be given priority.

| f. Licence Duration | Applied for a one-year stay. |
15. How are tie-breakers handled if applicants have the same score?
If multiple applicants achieve identical total scores and are contending for the remaining available room(s), the tie will be resolved on a first-come, first-served basis. This determination will be made according to the date and time of each applicant’s finalised application submission, as recorded in the system.
16. Can my company apply for a block of rooms for its employees?
We welcome applications from Employing Organisations for the bulk booking of units to address their unique manpower and operational requirements. Each corporate application will be assessed on a case-by-case basis, taking into account the organisation’s specific needs and in alignment with Airport Lodge’s strategic objectives.
It is important to note that all prospective residents proposed under a corporate allocation arrangement must individually meet the eligibility criteria.
17. How will I be notified of the result?
All applicants will be notified of their results via email. Successful applicants will receive a formal offer.
18. If I get an offer, how long do I have to accept it?
You have 7 calendar days to:
- Upload the signed Declaration and Endorsement Form
- Provide required documents (staff ID, income proof, programme participation)
- Accept the Licence Agreement
- Pay the security deposit (2 months’ rent) and first month’s rent
19. What is the initial payment required?
You must pay a security deposit equivalent to two months’ rent plus the first month’s rent in advance.
20. What happens if I am eligible but do not receive an offer?
You will be notified via email and are welcome to apply in the next application rounds.
Residency and Licence Conditions
21. What is the standard length of stay?
The standard licence term is for a fixed period of one year. Shorter terms might be permitted, depending on occupancy levels, but the standard rental rates will not apply in these cases.
22. Can I renew my licence after my year is up?
23. When is the monthly licence fee due?
The monthly licence fee is due on or before the first day of each month. A five-day grace period is allowed; after that, late payments incur a penalty of:
- HK$100/day for twin rooms
- HK$200/day for single rooms
24. Can I have a guest stay over in my room?
Residents must comply with the , which will govern guest policies. Subletting or sharing with unauthorized persons is strictly prohibited.
25. What happens if I change jobs but still work at the airport?
You must report any change in employment status to us within 7 calendar days to ensure you still meet the eligibility criteria.
26. What happens if I lose my job at the airport?
You will cease to be an Eligible Employee and must report this within 7 days. Typically, you will be required to vacate your room within two months.
Termination and Departure
27. Can I end my licence agreement early?
Early termination by the resident is generally not allowed.
28. Under what circumstances can the Lodge terminate my licence?
HKIAAL reserves the right to terminate your licence if you no longer meet eligibility criteria, provided false information, fail to pay fees, or commit a serious breach of the House Rules or Licence Agreement.
29. What do I need to do when I move out?
Upon termination, you must vacate the room by the specified date, return all keys and access cards, and ensure the room is left in a clean and satisfactory condition.
30. When will I get my security deposit back?
The security deposit will be refunded within 30 days after the licence term ends, after deducting any outstanding fees or charges for damages.
